Position Summary
We are seeking a Senior Computer Systems Engineer / Architect to support Enhanced 9-1-1 (E-911) and Next Generation 9-1-1 (NG911) modernization efforts for U.S. Army Voice Modernization programs. This role focuses on systems engineering, IP network architecture, and emergency call routing across DoD and federal environments.
You will support PSAP connectivity, SIP/VoIP call flow engineering, DISA VISP location provisioning, and cross-stakeholder integration activities to ensure reliable emergency communications across Army installations worldwide.
This position is fully on-site in Winchester, VA and requires strong experience in enterprise or federal network environments supporting mission-critical communications.
Key Responsibilities
Systems Engineering & Architecture
- Support E-911/NG911 systems integration for Army Voice Modernization programs
- Conduct architecture reviews, interface analysis, and technical assessments
- Coordinate provisioning activities with Government and Prime Contractor stakeholders
- Identify, escalate, and mitigate technical risks impacting emergency communications systems
IP Network & Call Routing Engineering
- Analyze SIP/VoIP call flows and IP routing dependencies for emergency call delivery
- Troubleshoot call path issues affecting PSAP interconnections and routing performance
- Support DISA VISP location provisioning, validation, and correction activities
- Resolve location data discrepancies impacting emergency call routing accuracy
Technical Analysis & Risk Management
- Provide engineering recommendations to improve system reliability and interoperability
- Perform packet-level analysis (Wireshark) to support fault isolation and troubleshooting
- Support integration of multi-site DoD/federal communications systems
Required Qualifications
- 10+ years in Systems Engineering or Network Engineering roles
- 5+ years of experience with IP routing and enterprise communications
- Hands-on experience with SIP/VoIP technologies
- Direct experience supporting E-911 / NG911 or emergency services environments
- Experience working with DoD or U.S. Federal networks
- Active Secret Clearance (must be currently active)
- Bachelor's degree in Engineering, Computer Science, Telecommunications, or equivalent experience
- Proficiency with Wireshark or similar network analysis tools
Preferred Qualifications
- DISA VISP experience
- Army VMOD or DoD Voice Modernization program experience
- PSAP interconnection / public safety communications experience
- Cisco certifications (CCNP / CCIE)
