Overview
The Clinical Quality Manager serves as a key member of the Office of Clinical Services and is responsible for supporting enterprise efforts related to clinical protocol compliance, quality improvement, and operational compliance with contractual obligations. This role monitors clinical performance, evaluates adherence to approved protocols and standards of care, assists with quality review activities, supports corrective action planning, and helps ensure that service delivery aligns with contractual requirements, regulatory expectations, and organizational goals.
The Clinical Quality Manager works collaboratively with regional leadership, operations, medical direction, revenue cycle management, education, and clinical personnel to identify trends, investigate gaps, support performance improvement initiatives, and promote consistent, compliant, and high-quality clinical care across the organization. This position will travel 25-30%.

Key Responsibilities
- Identify learning gaps through clinical trend analysis and develop focused education, coaching, and local interventions to address observed performance issues
- Coach healthcare providers on complete and defensible patient care reporting to ensure high-quality care, accurate quality reporting, and reimbursement integrity
- Track protocol compliance and key performance indicators to evaluate the effectiveness of current training programs and identify future education needs
- Support enterprise-wide quality initiatives by collecting and presenting clinical data that drives continuous learning and process improvement across service lines
- Partner with leadership to develop and implement corrective action plans and clinical improvement strategies for providers falling below established standards
- Ensure all clinical activities meet service contract requirements and state or local standards, maintaining accurate documentation for specialty program reviews
- Collaborate with Medical Direction, Operations, and Revenue Cycle teams to bridge compliance gaps and reinforce evidence-based clinical practices
- Promote a high-performance culture centered on patient safety, professionalism, and the continuous professional growth of all clinical staff
Physical Requirements
- Ability to work for extended periods at a computer and review electronic records, reports, and dashboards
- Ability to travel occasionally as needed for meetings, audits, investigations, or operational support
- Ability to work in the field in support of EMS operations in adverse conditions for prolonged periods of time
Qualifications
Required:
- Current certification or licensure as a Nationally Registered Paramedic, or the ability to obtain within 3 months of hire
- Minimum of five years of experience in EMS, mobile healthcare, clinical quality, healthcare operations, or a related area
- Experience with chart review, clinical auditing, protocol compliance review, quality improvement, or performance improvement activities
- Experience working with data, reports, dashboards, or other performance monitoring tools
- Strong understanding of clinical documentation, protocol adherence, patient care standards, and operational accountability
- Ability to work independently in a remote environment while maintaining strong communication and collaboration across teams
Preferred:
- Bachelors degree in a related field
- Experience in EMS quality management, clinical investigations, contract oversight, or regulatory compliance
- Familiarity with NEMSQA measures, Mission: Lifeline metrics, or other EMS quality benchmarks
- Experience with business intelligence platforms, dashboard development, or performance reporting tools
- Experience supporting multi-site or multi-market healthcare operations
- Certified Ambulance Documentation Specialist (CADS), Certified Ambulance Compliance Officer (CACO), or Certified Ambulance Coder (CAC) from the National Academy of Ambulance Compliance.
Certification & Licensure Requirements
- Current certification or licensure as a Nationally Registered Paramedic, or the ability to obtain within 3 months of hire.
- Current BCLS, ACLS, and PALS certification
