This grant specifically serves rural West Virginia communities and HPSA (Health Professional Shortage Area) designated counties. The evaluation criteria heavily favor candidates with rural healthcare experience. When sourcing resumes, please PRIORITIZE candidates who have:
- Worked in or with rural healthcare communities (WV, Appalachian region, or any rural/HPSA-designated area)
- Experience with rural workforce development, rural health staffing, or rural community health programs
- Knowledge of rural healthcare workforce shortages and underserved area dynamics
- Any prior work with rural hospitals, rural health clinics, FQHCs, or rural health systems
- Experience placing or training healthcare workers in rural or remote settings
WV-based or Appalachian-region candidates are a significant plus but not mandatory. What matters most is demonstrable rural healthcare experience that we can reference in the application narrative.

JD for Recruitment:
- Builds and maintains State-accessible dashboards tracking apprentice pipeline from enrollment through active participation, completion, placement, and retention - by county, role, and employer
- Submits monthly and quarterly program reports using CMS-approved templates
- Manages integration of all workforce, training, and placement data into WV Connected Care Grid Data Spine
- Tracks and reports all required baseline metrics including cost per apprentice, wage levels, vacancy rate changes, and private sector match
- Establishes longitudinal tracking systems for 1-year and 3-year post-completion retention reporting
- Supports quarterly financial reporting and annual audit preparation
- Prepares invoice packages for milestone reimbursement including milestone evidence, financial documentation, and certifications
- Minimum 3-5 years in data management, grants reporting, or healthcare workforce analytics
- Experience with federal grant financial reporting under 2 CFR 200 preferred
- Familiarity with CMS reporting platforms or state grant management systems a plus
