Senior Application Programmer
Scope of Proposed Services
***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment. Access to a virtual desktop set up (software) will be provided by Lumen s client, allowing the user access to the required systems and technology.***

- Development, administration & configuration of a custom-built .NET development project.
- Provide oversight and guidance of the customer-agency s replacement software and make performance improvements.
- Perform code reviews and testing on new code.
- Participation in all necessary team meetings and design sessions in accordance with Scrum ceremonies.
- Cooperation with LDWF s Technical Architect and other OTS technical teams to ensure compliance with OTS standards of State applications.
- Provide technical knowledge transfer, training, documentation, mentorship, and guidance to State personnel for all requested work.
- Performs all other tasks, special projects, analysis, studies, and plans as directed.
- Five (5) plus years of expertise and/or relevant experience in:
- C#
- ASP.NET Core
- MSSQL
- Five (5) plus years of enterprise-level software development
- Has led a team of developers under Microsoft development stack
- Familiarity with frameworks such as Vue, React, NodeJS, Angular, Typescript
- Experience designing and developing distributed systems (Microservices/SOA)
- Experience developing reports with SSRS or similar tools
- Experience setting up, maintaining and using DevOps practices, including CI/CD pipelines and automating tasks
- Experience with the Git Version Control System, including branching strategies for complex systems
- Two (2) plus years of experience working in an Agile/Scrum environment
