A respected heavy civil and site development contractor in Eastern Pennsylvania is seeking an experienced Paving Division Manager to lead and grow its asphalt paving operations. This individual will oversee all aspects of the paving division including operations, scheduling, personnel management, production, equipment coordination, budgeting, and business development.
The ideal candidate will have a strong background in asphalt paving and site development, with proven experience managing crews, projects, and day-to-day paving operations in a fast-paced environment.
Responsibilities- Oversee all paving division operations across commercial, municipal, and site development projects
- Manage paving superintendents, foremen, operators, labor crews, and subcontractors
- Coordinate scheduling of crews, trucks, equipment, and materials to maximize efficiency and profitability
- Work closely with estimating and project management teams during preconstruction and project execution
- Monitor project budgets, production rates, costs, and overall division performance
- Ensure projects are completed safely, on time, and within budget
- Lead hiring, training, and development efforts for field personnel within the paving division
- Build and maintain relationships with owners, GCs, municipalities, suppliers, and subcontractors
- Assist with equipment planning, fleet utilization, and maintenance coordination
- Implement and maintain quality control and safety standards across all paving operations
- Identify opportunities to grow the paving division and expand market presence throughout Eastern Pennsylvania
- 10+ years of asphalt paving and heavy civil/site development experience
- Prior experience managing paving operations, multiple crews, and large-scale projects
- Strong knowledge of asphalt paving means and methods, production planning, and DOT specifications
- Experience with budgeting, scheduling, and operational oversight
- Proven leadership experience managing field personnel and operations teams
- Strong communication and problem-solving skills
- Ability to work collaboratively with executive leadership, PMs, estimators, and field staff
- Experience with municipal, commercial, and private site development projects preferred
- Valid driver's license required
