The new application, STARS, is being developed to meet the changing needs of the department and taxpayers.
The Department is seeking additional resources to assist existing staff with the different work streams involved in the conversion of this application. The approach by the vendor and Department will focus on one tax type at a time. 9 Job Description " Lead technical design sessions with Arizona Department of Revenue (ADOR) stakeholders and data owners to capture business and technical requirements supporting the STARS system implementation.
" Define the overall technical architecture for the legacy Tax Accounting System (TAS) modernization and data migration to the STARS platform.
" Design and oversee data conversion frameworks including extraction, transformation, cleansing, reconciliation, and validation processes.
" Define system integration and interface architecture including stored procedure-based integrations and potential API-based interfaces.
" Provide technical leadership for Oracle-based systems including database design, PL/SQL development, and support for Oracle Forms and Reports components.
" Produce and approve technical design documentation and artifacts covering online, batch, reporting, and interface processes, business rules, and system workflows.
" Review and approve PL/SQL code, stored procedures, data migration scripts, and decommissioning scripts to ensure compliance with architecture and performance standards.
" Establish reconciliation and validation frameworks to ensure accuracy and integrity of migrated tax data during conversion phases.
" Provide oversight of database performance tuning, SQL optimization, and system scalability improvements.
" Support defect root cause analysis and provide technical guidance for issue resolution during development, testing, and deployment stages.
" Provide technical governance for project milestones and ensure deliverables meet contractual acceptance criteria.
" Participate in implementation planning, release management activities, and system readiness validation.
