Program Quality Manager

- Schedule-Hybrid preferred (Oakland, CA) currently 2 days in office but open to remote to widen the search for good candidates
The PQ Manager does not manage a product, a platform, or a technology team.
They manage how the JX organization operates as a program. This role is about
enabling structure, consistency, visibility, governance, and performance
discipline across all of JX.
What This Role IS
A program management and operating model leadership role
Responsible for building the JX operating model from scratch
A coach and facilitator enabling JX teams to work better, not directing their technical
work
The steward of JX performance visibility, governance routines, and deliverable
accountability
A cross-functional coordinator who influences without line authority over the teams
served
A workforce management coordinator ensuring JX staff fulfill performance review and
training obligations
What This Role IS NOT
A technology role the PQ Manager does not drive or evaluate technology decisions
An audit or compliance enforcement role PQ Manager supports audits but does not
police teams
A product management role PQ Manager does not own a product roadmap or
delivery pipeline
A role requiring pension administration expertise
A role where the manager has direct authority over the JX teams they serve

Important distinction:
Do not penalize technology familiarity. Penalize technology-first framing when program
management competency is thin. A candidate who understands technology but leads from a
program management orientation is a stronger fit than a candidate with no technology exposure.

PMO leadership or governance functions
Operations or service delivery management
Workforce management or organizational development
Business process improvement or organizational effectiveness
Internal controls or audit support as a collaborator
Quality management in a non-enforcement context
