Construction Project Manager

Location: Vancouver, WA

Position Type: Contract



The Construction Project Manager supports the EPC Project Manager or Program Manager in overseeing day-to-day construction operations from pre-construction through project completion and warranty periods. This role is responsible for managing all aspects of construction execution, including safety, quality, schedule, cost control, subcontractors, contracts, field staff, documentation, and client coordination. The Construction Project Manager plays a critical role in ensuring successful delivery of EPC, Construction Management, Construction, and Program Management projects.



Key Responsibilities

Project Execution & Leadership



  • Oversee day-to-day construction activities and manage the successful execution of one or multiple projects simultaneously.




  • Participate in project planning, scheduling, estimating, cost development, and establishment of critical project objectives.




  • Implement assigned portions of the Project Execution Plan (PEP), including construction execution, quality assurance, safety & health, subcontracting, staffing, organization, and procurement plans.




  • Coordinate and collaborate with engineering teams to ensure timely development and distribution of engineering deliverables.





Safety, Quality & Compliance



  • Adhere to company safety programs, training, and policies while promoting a strong safety culture across project teams and subcontractors.




  • Manage and audit project safety, quality, progress, and financial performance.




  • Oversee non-conformance reporting processes and ensure corrective actions are implemented.




  • Verify that all required permits, insurance, licensure, taxes/duties, and bonding requirements are secured and maintained.





Contracts, Cost & Risk Management



  • Negotiate prime contracts, CM contracts, subcontracts, and change orders.




  • Lead downstream RFP and bid processes, including scope development, bidder prequalification, evaluation, and award recommendations.




  • Manage contract administration processes including RFIs, submittals, change management, claims mitigation, and closeout.




  • Oversee project cost reporting, earned value, scheduling, forecasting, cash flow, and change management metrics.




  • Participate in project risk reviews and consult with Legal as required.





Staffing, Labor & Field Operations



  • Develop construction staffing plans and manage field supervision onboarding.




  • Manage labor resources, craft classifications, labor burdens, benefits, and compliance with labor laws.




  • Maintain accurate craft progression and competency records.




  • Estimate, forecast, and manage craft installation unit rates and composite crew rates.




  • Manage construction equipment inventory and material receiving, storage, and transportation.





Client & Stakeholder Coordination



  • Develop and maintain strong client relationships and serve as a key point of contact for project-related matters.




  • Support communication with governmental, industry, community, and public entities.




  • Coordinate commissioning and startup activities with clients, suppliers, and internal teams.




  • Manage community and building trades relationships and develop project labor agreements when required.





Reporting, Documentation & Closeout



  • Review and approve construction field reports and internal/external project reports.




  • Present project status updates to project leadership and executive stakeholders as required.




  • Direct project turnover documentation, warranty administration, closeout, and record retention.




  • Implement and oversee project documentation and document control processes.





Mentorship & Team Development



  • Provide mentorship and training to interns, construction coordinators, craft supervision, and assistant project managers.




  • Provide performance feedback to Department Managers as requested.




  • Promote workforce development and advancement opportunities.





Required Qualifications



  • Bachelor's degree in Construction, Construction Management, Engineering, or a related field required, or equivalent applicable experience in lieu of a degree.




  • Minimum 7 years of relevant construction project management experience.




  • Strong proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint, Access).




  • Experience with document control, scheduling, cost control, and project management software preferred.




  • Basic understanding of Generally Accepted Accounting Principles (GAAP).




  • Excellent written and verbal communication skills.




  • Strong organizational, analytical, and problem-solving skills with high attention to detail.




  • Ability to manage large workloads and multitask in a fast-paced environment.




  • Experience on construction project sites or program management within industries such as aviation, commercial, energy, government, manufacturing, oil & gas, process, transportation, transmission & distribution, or water preferred.




  • Must meet company driving requirements.




  • Ability to work onsite full-time based on project needs (BPA or similar environments).
