Position Overview
  • This position supports an Intelligence Community (IC) program at Fort Meade, MD, performing senior-level network engineering services from design through implementation, maintenance, and upgrade of existing networks.
  • The Network Engineer will serve as a technical lead on complex network engineering efforts, operating network analyzers, WAN test equipment, and network simulators, leading large-scale installation projects, and developing algorithms for networking and telecommunications models within a classified, on-site operational environment. The role requires an active TS/SCI with Full Scope Polygraph and a CI Investigation closed within the last 5 years, along with a DoD 8570.01-M IAT Level III baseline certification held prior to start.
  • At Level 3, this position expects a senior practitioner with 10+ years of relevant network engineering experience who can lead complex and large-scale network projects, mentor junior and mid-level engineers, serve as the senior technical authority on network architecture decisions, and interface directly with program leadership and mission partners. All work is performed on-site in a classified facility at Fort Meade.
Key Responsibilities
Network Architecture and Senior Design Leadership
  • Lead network engineering services from design through implementation, maintenance, and upgrade of existing networks
  • Analyze design specifications, engineering documents, and related program materials at a senior technical level
  • Lead development of the organization's network and mission architecture to meet new partner requirements
  • Perform senior-level engineering analysis of telecommunications alternatives in support of strategic modernization efforts for medium and large-scale classified infrastructures
  • Translate complex business and mission requirements into telecommunications designs across LAN, CAN, WAN, Voice, and Video domains
  • Lead large efforts and installation projects of dynamic requirements and scale
Network Administration and Operations Leadership
  • Perform and oversee general LAN/CAN/WAN administration including scheduling conversions and cutovers
  • Configure and maintain organization's network diagrams and accreditations at program scale
  • Oversee support to all network equipment and lead resolution of escalated network or system incidents
  • Coordinate with all responsible users and sites on complex network incidents requiring senior engineering judgment
  • Manage assigned tasks and provide guidance to junior and mid-level Network Engineers
Performance Optimization and Advanced Monitoring
  • Optimize end-to-end system performance and dataflow management across complex classified network environments
  • Conduct data captures to obtain network performance information and perform advanced analysis
  • Minimize network latency and maximize data throughput through design analysis and network performance monitoring tools
  • Operate network analyzers, WAN test equipment, and network simulators to resolve complex network problems
  • Gather and analyze data to specify system and component performance and interface requirements
Network Device Configuration and Systems Integration
  • Design solutions, integrate, configure, deploy, test, and maintain numerous types of network devices, interfaces, and methodologies at scale
  • Configure and optimize the network to connect various front-end and back-end components across complex program architectures
  • Implement network solutions including load-balancing, VPNs, firewall contexts, Traffic Shaping, VoIP, GRE Tunneling, IPSec, IP Encryption, MoIP, and NAT
  • Design modules representing traditional circuit switched networks
  • Integrate hardware and software to satisfy ISO 9000 requirements and other DoD/IC regulations
  • Develop algorithms for models using networking and/or telecommunications technologies and systems
Security, Compliance, and Accreditation
  • Lead network security architecture implementation in accordance with DoD STIGs, RMF controls, and NIST 800-53
  • Maintain and lead network accreditation documentation and A&A activities for classified network systems
  • Serve as the senior network engineering lead during program security reviews and compliance assessments
  • Adhere to and enforce all DoD/IC regulatory requirements governing classified network environments
Qualifications
  • Education: Master's degree in Computer Science, Information Assurance, Information Security Systems Engineering, or a related discipline from an accredited college or university. In lieu of a Master's degree, a Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline plus 2 additional years of relevant Network Engineering experience (total 12 years). In lieu of any degree, 6 additional years of relevant Network Engineering experience plus a certification in Arista Configuration Essentials, Cisco Certified Network Associate (CCNA), or a Juniper Certification Track (total 16 years).
  • Experience: 10+ years of relevant professional experience providing Network Engineering support and training commensurate with network engineering curriculum.
Additional Required Qualifications:
  • Active TS/SCI clearance with Full Scope Polygraph -- must be active prior to start; CI Investigation closed within last 5 years
  • IAT Level III baseline certification as defined by DoD 8570.01-M -- must be held prior to start (e.g., CASP+ CE, CCNP Security, CISA, CISSP, or equivalent)
  • Senior-level experience designing and administering LAN/CAN/WAN infrastructure in DoD or IC classified environments
  • Experience operating network analyzers, WAN test equipment, and network simulators to resolve complex network problems
  • Experience leading large-scale network installation and integration projects
  • Experience implementing advanced network solutions including VPNs, firewall contexts, VoIP, GRE tunneling, IPSec, IP encryption, and NAT
  • Experience developing algorithms or models for networking and/or telecommunications systems
Desired Skills
  • Arista Configuration Essentials, CCNA/CCNP, or Juniper certification (Automation & DevOps, Cloud, Data Center, Enterprise Routing and Switching, Junos Security, or Service Provider tracks)
  • Experience designing traditional circuit switched network modules
  • Familiarity with ISO 9000 compliance integration for network hardware and software
  • Experience with NIST 800-53 controls and RMF as the network engineering lead on A&A activities
  • Network automation experience using Python or Ansible at enterprise scale
  • Experience mentoring and developing junior and mid-level network engineering staff
  • Familiarity with Cross Domain Solutions (CDS) architecture and lifecycle management in classified environments
