Texas Health and Human Services Commission (HHSC) is seeking an experienced Project Lead 3 to support a data engineering initiative within an AI adoption program. This role will work closely with a Technical Project Manager to drive planning, coordination, execution, and delivery of moderate to complex data-driven projects.
The ideal candidate will have extensive experience leading data, analytics, and cloud-based projects, with strong expertise in cross-functional coordination, stakeholder communication, and project execution in enterprise environments preferably within healthcare. Key Responsibilities
  • Lead and manage end-to-end project lifecycle including planning, execution, monitoring, and delivery
  • Coordinate across business, engineering, data, and AI stakeholders
  • Define project scope, objectives, timelines, milestones, and success metrics
  • Support data engineering and platform initiatives, including data pipelines and cloud-based solutions
  • Develop and maintain project plans, schedules, status reports, and documentation
  • Track deliverables, risks, issues, and dependencies across teams
  • Ensure alignment between business requirements and technical implementation
  • Manage project budgets, forecasts, and resource allocation
  • Facilitate meetings, stakeholder updates, and executive-level communications
  • Ensure compliance with healthcare data standards and governance practices
  • Utilize project management tools such as Jira, Azure DevOps, MS Project, or Smartsheet
Required Qualifications
  • 10+ years of experience leading technical projects in data, analytics, and cloud environments
  • Proven experience managing:
    • Data architecture and data warehousing initiatives
    • Business intelligence and big data projects
  • Experience supporting healthcare data initiatives (FHIR, CCDA, HL7 preferred)
  • Strong working knowledge of SQL and database technologies
  • Demonstrated ability to manage complex enterprise projects and cross-functional teams
  • Strong communication skills with the ability to translate technical concepts to business stakeholders
  • Experience in:
    • Project planning and execution
    • Budgeting and financial tracking
    • Resource management
  • Proficiency in project management tools
  • Strong documentation and organizational skills
  • Experience working with cloud platforms and enterprise systems
  • Ability to work independently with a proactive leadership approach
Preferred Qualifications
  • PMP certification (Required must be listed on resume)
  • Additional certifications: PgMP, PMI-ACP, SAFe
  • Experience in healthcare or regulated environments
  • Understanding of SDLC, enterprise architecture, and IT processes
  • Experience with AI/ML, advanced analytics, or digital transformation initiatives
  • Familiarity with data governance, compliance, and security frameworks
  • Cloud certifications (AWS, Azure, GCP) or TOGAF
