Senior Application Developer

Job Title: Senior Application Developer (Programmer Consultant) (10331)
Location: Columbia, SC 100% Remote (Must reside in Continental US & work EST hours)
Duration: 12 Months (Extension Possible)
Interview: 1 Round Virtual
Work Hours: 37.5 hours/week (On-call support required)
Key Responsibilities
Application Maintenance & Support

• Maintain and support CA Plex-based CMS across multiple environments
• Troubleshoot production issues, defects, and data anomalies
• Perform root cause analysis and implement long-term fixes
• Provide escalation/on-call support for critical issues

Enhancements & Development

• Design and implement enhancements within CA Plex model
• Modify business rules, workflows, screens, batch jobs, and reports
• Ensure compliance with judicial policies and statutory requirements

CA Plex Development

• Update objects, functions, and relationships within CA Plex
• Regenerate and deploy application components
• Maintain model-driven architecture integrity

Database & Data Management

• Write and optimize SQL Server / T-SQL queries and stored procedures
• Perform data corrections and ensure data integrity
• Tune performance for large-scale datasets (millions of records)

System Integrations

• Support integrations with external systems such as:
  • Law enforcement systems (e.g., SLED)
  • DMV eDisposition
  • eCitation systems
  • eFiling & Public Index platforms
• Assist in transitioning legacy I/O processes to APIs

Reporting & Data Support

• Develop data extracts and reporting queries
• Support data warehouse feeds and analytics teams
• Ensure data consistency across systems

Collaboration & Documentation

• Work with court administration, IT teams, and stakeholders
• Translate business requirements into technical solutions
• Document system changes, processes, and business rules
• Support knowledge transfer initiatives

Required Skills & Experience

• 10+ years of experience in Application Development
• 7+ years of experience with SQL Server / T-SQL
• 7+ years of experience maintaining legacy or enterprise systems
• 10+ years of experience in debugging and problem-solving
• 7+ years of experience with CA Plex or similar 4GL/model-driven environments
• Strong experience with production support, troubleshooting, and performance tuning

Preferred Skills

• Experience in government or judicial systems (especially court systems)
• Experience with generated languages (C++, Java, or .NET from Plex)
• Knowledge of batch processing and transactional systems
• Experience with API integrations
• Exposure to data warehousing environments (star/snowflake schemas)
• Understanding of case lifecycle (filed pending disposed)
• Familiarity with court performance metrics (backlog, clearance rates)
• Experience with tools/technologies such as:
  • Power BI (backend optimization)
  • Azure DevOps
  • SQL Always On Availability Groups
  • Security tools like Imperva

Education

• Bachelor's degree in Computer Science, Information Systems, or related field (or equivalent experience)
