Project Development Manager
Clayton Services is searching for a Project Development Manager to join a thriving energy and industrial technology company in North Houston. The Project Development Manager will be responsible for leading early-stage project development, driving commercial strategy, and advancing capital projects from concept through pre-FEED.

Project Development Manager Responsibilities:
- Lead early-stage project development from concept selection through pre-FEED
- Engage with prospective clients to develop relationships, define scope, and support proposal development
- Drive commercial negotiations and assist in closing new project opportunities
- Collaborate with internal teams, including engineering, project management, and finance, to align project execution
- Develop project charters, business cases, and strategic project plans
- Build early-phase project roadmaps, including schedules, budgets, and resource planning
- Prepare Class 4/5 cost estimates and high-level project schedules
- Establish contracting strategies and define subcontractor requirements
- Identify project risks and implement mitigation strategies
- Manage scope tracking, reporting, and governance documentation
- Provide regular updates and recommendations to senior leadership
- Interface with stakeholders, vendors, and partners to ensure alignment and execution readiness
- Facilitate project reviews, workshops, and stage-gate decision processes
- Other duties as assigned

- Strong financial and commercial acumen
- Proficiency in Microsoft Office; financial modeling experience is a plus
- Self-starter with the ability to operate independently and drive results
- Strong problem-solving skills and ability to navigate ambiguity
- Bachelor's degree in Engineering, Business, Construction Management, Project Management, or related field
- 8+ years of experience in capital project development within energy, chemicals, industrial gas, or related industries
- Experience with FEL methodologies, early-phase estimating, and project scheduling
- Background in project justification, business case development, and governance processes
- Experience in syngas, hydrogen, carbon capture, or related technologies is preferred
- Familiarity with contracting strategy, subcontractor management, and risk planning
