Key Responsibilities
- Lead architecture and functional design for PACSS, New Hire (SDNH), and Client Portal systems
- Develop deep understanding of Child Support Enforcement System workflows (Case Initiation, Case Management, Financials)
- Collaborate with business stakeholders, developers, and end users to gather and validate functional requirements
- Oversee SDLC phases including requirements validation, design, development, and testing
- Manage and enforce Requirements Traceability Matrix (RTM) and requirement governance
- Review deliverables from System Development Contractors (SDC) for quality and compliance
- Ensure seamless integration across PACSS, SDNH, and Client Portal applications
- Lead and mentor teams of Business Analysts, QA/Testers, and SMEs
- Create workflow diagrams, technical documentation, and system specifications
- Provide regular updates to project leadership and stakeholders
- Support test case design, process improvements, and scope management
Required Skills
- 5+ years of experience with PACSS (Palmetto Automated Child Support System)
- Strong experience in Child Support systems and processes
- Experience with Federal Child Support Regulations (IV-D)
- Experience working with developers and business/end users for requirement gathering
- Experience with New Hire (SDNH) applications
- Strong knowledge of SDLC methodologies and system architecture
- Excellent communication and stakeholder management skills

- Experience with SharePoint
- Experience with Team Foundation Server (TFS)
- Experience with SQL Server
- Experience using Visio for workflow and system diagrams
Education
- Bachelor's Degree in Computer Science, Information Systems, Engineering, or related field
