Characteristics of the Position
General Overview
Under the immediate supervision of the Director of Peer Support, the
Licensed Clinical Professional Counselor will counsel and assist
employees with issues affecting job-related performance and personal
well-being. Evaluates and recommends outside treatment if necessary.
Works in conjunction with Peer Counselors to identify and connect
employees with support services. A Licensed Clinical Professional
Counselor will adhere to all guidelines that govern the peer support
program and will be committed to assist all members, sworn and
civilian, active and retired, of the Sheriff s Office as well as their
immediate family members.
Key Responsibilities and Duties
Provide clinical assessment, evaluation, and referral services as
necessary, for employees who are experiencing difficulties including
but not limited to stress, depression, anxiety, substance abuse,
emotional concerns or relationship issues.
Work with Human Resources and other healthcare professionals to create
networks of providers within Employee Health Plans to facilitate ease
of access and referral for the immediate employee access. Utilize
networks, such as Veterans Affairs, that offer specific support
services.
Be prepared to actively respond to incidents/crisis situations
involving employees, 24 hours per day, 7 days per week when there is
an expressed need for assistance and at the request of co-workers,
managers, etc.
Be prepared to work varying hours according to the need as
responsibilities do fall outside of the regular work assignment.
Capable of working any shift assigned, including days, afternoons or
midnights; capable of working Holidays and weekends.
Be capable of conducting routine visits to all departments within the
Sheriff s Office to promote services as well as immediate, on site
care, as needed.
Provide a continuum of support and/or care as established under the
guidelines of the peer support program.
Actively participate in special programs and initiatives to promote
the overall objectives of peer support.
Regularly track and report member use of services and referrals.
Assist with training for all new and existing Sheriff s Office members
as well as volunteer peer members for the peer support program.
Develop and deliver manager awareness training to assist in the
identification of behavioral health concerns and to implement early
intervention solutions. Serve as a subject matter expert on all
matters related to behavioral health in the workplace.
Provide assistance to members in the coordination of leaves of absence
to include short/long term disability, FMLA, duty injury, and military
as well as the assistance with navigating the systems for death
benefits and retirement.
Will work collaboratively with Human Resources and the Sheriff s
Training Institute on education and reengagement initiatives relative
to employee return to work processing.
Consult with supervisors, managers and human resources regarding
employee issues in conformance with program and confidentiality
issues.
Assist in the resolution of employee relations complaints by serving
as a mediator or by recommending specific methods or techniques to
resolve performance problems including appropriate supervisory
interventions.
In conjunction with Peer Support Team, conduct crisis and post-trauma
intervention after critical incidents such as the death or suicide of
an employee and threats or acts of violence.
Partner with functional areas of Human Resources and CCSO departments
to proactively promote wellness initiatives that promote emotional
well-being in the workplace.
Provide comprehensive assessment and diagnosis of behavioral health
clients.
Evaluate crisis situations and apply appropriate interventions.
Provide assessment, consultation, and brief intervention for
psychological/psychiatric problems and/or disorders.
Comprehensive understanding of current healthcare issues.
Adheres to professional ethics, practice and values as delineated by
NASW, NBCC and IDPR.
Demonstrates expertise and knowledge of DSM 5 diagnoses.
Demonstrates expertise and knowledge on reporting laws as well as all
legal aspects of care, relevant to specific population serviced.
Demonstrates knowledge of the managed care system and utilization
review procedures with private insurance companies and county mental
health plans.
Knowledge, Skills and Abilities
Knowledge of psychosocial aspects of illness including family systems
theory, crisis theory and effective treatment modalities used to
assist employees in adjusting to the debilitating effects of illness.
Knowledge of age specific theories of human development; social work
theory and practice as well as applicable community resources and
legal aspects of care for varying populations and assigned employee
departments.
Familiar with labor and employment law, regulations, rules,
procedures, and administration is required.
Excellent assessment and organization skills.
Strong communication skills; ability to exercise diplomacy, gather
information from others and make inquiries; ability to convert
medical/clinical information and explain procedure to others. Ability
to receive, understand and respond to routine inquiries and
information.
Ability to communicate clearly and effectively, both verbally and in
writing.
Ability to communicate effectively with diverse populations.
Ability to work cooperatively with administrative, supervisory,
technical and professional personnel in the coordination or delivery
of services.
Ability to exercise good judgment and make sound decisions to carry
out programs affecting one s own work and the work of others in a
changing work environment and in determining when problems require
assistance of supervisory personnel.
Ability to multitask, prioritize, and effectively adapt to a fast
paced changing environment
Maintain a professional appearance and attitude at all times, in
accordance with CCSO and departmental guidelines.
Possess the ability to remain composed at all times for the purpose of
gathering and disseminating information accurately and efficiently.
Good attention to multifarious detail, ability to proof, verify and
edit complex data, transcribe and cross reference data from personal
computer and documents. Ability to follow-up in a thorough and timely
manner relative to unresolved business.
Requires Intermediate proficiency with computer skills which includes
navigating multiple systems and keyboarding.
Sedentary work involving periods of sitting, talking, listening. Work
requires sitting for extended periods, talking on the telephone and
typing on the computer.
Work requires the ability to perform close inspection of hand written
and computer generated documents as well as a PC monitor.
Demonstrated professional and clinical skills.
Adheres to collaborative practice principles of respect and joint
decision-making.
Collaborates with other multidisciplinary professionals and community
agencies to provide high quality care.
Use professional judgment to determine and apply appropriate
intervention techniques with patients in crisis.
Maintain patient confidentiality.
Thorough knowledge of the principles, practices and techniques of
psychotherapy and/or substance abuse treatment.
Learn and comply with laws, rules, regulations, protocols, and
procedures, including security requirements, applicable to the
department.
Thorough working knowledge of or ability to quickly and effectively
grasp and utilize the policies, protocols, systems, procedures and
technical vernacular of the agency, department and County, as they are
applicable to assigned duties and responsibilities.
Ability to meet prescribed deadlines.
Minimum Qualifications:
Master's degree from an accredited school in the Mental Health,
Clinical Psychology, Counseling or Social Work.
Three to Five (3-5) or more years of Postgraduate clinical experience
and/or professional work experience as a Counselor or Social Worker in
a mental health setting or large organization.
Professional post - Master s clinical experience in one or more of the
following areas:
Assistance Programs,
Treatment of adults in an in- or out- patient behavior health
setting,
Crisis Counseling
Current unrestricted Illinois Licensed Clinical Professional Counselor
(LCPC) license (Illinois Department of Professional Regulation), OR
ability to gain Clinical Licensure within one year of the hiring date.
Completion of a mandatory 40-hour Peer Support Certification Training
within 30 days of hiring.
Must be meticulously organized in approach to record reviews.
Excellent observation, verbal and written communication skills
Intermediate computer skills must be able to type and navigate around
multiple systems. ** Skill assessment will be administered**
Preferred Qualifications
Clinical Licensure- Licensed Clinical Professional Counselor
Three to five (3-5) years of experience involving substantial direct
Behavioral Health and Substance Abuse care.
Three (3) years of experience in providing Utilization Review.
Experience interacting and/or assisting members of the Law Enforcement
Field
Experience in interacting with Community Based Mental Health Centers
Experience in Employee Assistance Programs
Certified Employee Assistance Professional (CEAP)
SAP, CADC certification
Registered Dual Disorder Professional
