Responsibilities

This position is located within the Behavioral Health Department at the Ute Mountain Ute Health Center, Towaoc, CO, and the White Mesa Health Station, White Mesa, UT, which is collectively part of the Southern Colorado Ute Service Unit. This position may provide services at any or all these sites. The position reports to the Clinical Director.

Assessment and Treatment: Incumbent provides a full range of psychological services; providing assessments, diagnosis, psychotherapy utilizing a broad range of assessment, and therapeutic resources as indicated by specific needs of child, juvenile and adult individuals and groups. Provides outreach and direct service delivery to community locations out of the clinic setting to meet needs of beneficiaries. Participates in developing treatment programs for patients and advises and consults with all levels of professional staff concerning psychological characteristic and behavior changes of clients. Provides individual, group and family counseling sessions. Provides written documentation and evaluations, treatment and case management services, psychological test summaries, treatment plans and correspondence. Participates as member of behavioral health team in formulating patient treatment plans and treatment recommendations through contribution of psychological and personality assessments and diagnostic evaluations, and knowledge of treatment modalities. Conducts psychological tests and functions as an authoritative source of information for differentiating between organic functional causes of emotional disturbances and/or behaviors.
Consultation/Liaison: Provides consultation to staff including physicians and other health professionals, paraprofessionals and mental health clinicians. Provides and interprets psychological evaluations and testing with complete responsibility for actions and advice. May provide professional consultation to segments of organization other than those to which assigned. Provides in-service training to staff, tribal programs, school programs, etc.
Indirect Patient Care: Provides ongoing coordination of services with providers, agencies, families, and individuals. Provides outreach service as appropriate to the specialized needs of the Service Unit population. Responsible for learning about local traditions, tribal history, and community values and for providing services which are sensitive to the culture and utilize the strengths in families and the community. Provides communication collaboration; however, patient care is of primary priority. Participates in health promotions and disease prevention activities.

Measles and Rubella immunization required for selectees born after 1957. Seasonal influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.
The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
On-call hours or standby duty may be required.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts.

BASIC REQUIREMENT(S):

Education: Satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below:
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Specialized experience includes diagnosing and treating a full range of psychiatric disorders for children, adolescents and adults, providing initial treatment of acute psychiatric conditions, formulating and implementing a plan of care, providing various treatment modalities; coordinating referrals to other appropriate facilities and monitoring the aftercare plan; making appropriate referrals to medical providers when psychotropic medication should be administered; monitoring patients for the effectiveness of psychotropic medications.

SELECTIVE FACTOR: In addition to the qualification requirements, to be rated basically qualified for the position, applicants must demonstrate possession of the following knowledge, skills, and abilities.
Verification of a current, valid, active, unrestricted license or certification in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States is required when filling all positions for Clinical Psychologist.PUBLIC HEALTH SERVICE (PHS) LICENSURE POLICY: Each PHS clinical psychologist must possess and maintain a valid, current, unrestricted license or certification in a State.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is not covered by a Bargaining Unit.

Duties may include travel, outreach, and direct-service delivery to community locations out of the clinic setting. Some overnight travel is required.
