Summary

Organizational Location: Human Resources Assistant(s) for the Phoenix Indian Medical Center- Benefits Section & Phoenix Area Office- Staffing/Placement & Benefits, located in Phoenix AZ, who will provide administrative and clerical support to the staffing specialist onsite and report to the Supervisory HR Specialist. Responsibilities

Major Duties:
Applying Human Resource terminology, procedures, regulatory polices and technical methods to conduct support tasks in HR functions.
Assisting employees and management in preparing documentation related to affecting personnel actions.
Assisting in processing ( with automated systems) personnel actions and performing records maintenance of new hires and current employees.
Utilizing computer programs and automated Human Resource information systems to complete workload assignments.

Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

Work Schedule: Monday thru Friday, 40 hours per week.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

MINIMUM QUALIFICATIONS:

GS-0203-06 grade level:
1 year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: answer inquiries concerning job vacancies for which applications are being accepted; apply appropriate rules and regulations to determine pre- employment requirements; review documents for accuracy and completion. Assisting applicants with troubleshooting technical issues within the online application system. Processes personnel actions and utilizes other pre- and post-employment HR systems in order to track actions and make appointmentsGS-0203-07 Grade Level:
1 year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: understanding and applying technical knowledge of numerous human resources guidelines, regulations, instructions, directives, procedures, policies and precedent situations involving the interrelationship and impact of various human resources actions; coordinating human resources transactions on a daily basis with management officials, technicians, in support of working with HR Specialists to accomplish a wide range of human resources transactions related to recruitment, and placement; advising and providing comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment/placement and benefits.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position has promotion potential to the GS-203-08 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and 'Regulatory/Administrative' approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
