Summary

This position serves as the Director, Division of Facilities Planning and Construction in the Office of Environmental Health and Engineering (OEHE). This position is responsible for leading efforts to identify needs and requirements for health care facilities with improved access and directing the development of plans for Indian Health Service facilities. Responsibilities

Provide leadership and program responsibility for the IHS facilities planning and construction program: Review and modify the processes to address requirements of Congressional action related to New construction, Joint Venture, Small Ambulatory, and Dental programs for these Tribal and Federal partnership programs. Serve as the principal technical advisor and recognized authority to Indian Health Service on professional and technical matters relating to Indian Health Service facilities planning. Develop new policies, procedures, guidance, and allocation methods for national and agency facilities planning and construction programs that provide for improved access to health care.
Develop processes to continue improving the planning and construction program to ensure that Indian Health Service and Tribal health care facilities are built to the best standards of the industry: Responsible for coordinating the planning process with staff in the health services programs of the Indian Health Service Divisions, Tribes and other stake holders to assure that concerns are addressed. Conduct surveys of field installations to evaluate adequacy and utilization of physical facilities.
Workforce development, performance management and administrative supervision of the Division of Facilities and Planning and Construction staff: Including development of work plans and performance evaluation criteria; and ensuring subordinates achieve Agency goals.

The incumbent in this position is required to obtain a Federal Acquisition Certification for Project Managers (FAC-P/PM) Certification Level III within twelve (12) months of employment.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing duties as a project manager and supervisor of multi-discipline teams/divisions to accomplish design and construction objectives. Performing office and field duties of architectural/engineering review. Monitoring and managing contracted design of large and complex construction projects on sites of diverse climate, geographic, and environmental conditions. Serve as a national or agency-wide professional engineer with engineering experience in facilities planning, design, and construction, budget development, applying national regulations and codes relating to facilities construction.

SELECTIVE PLACEMENT FACTOR: The selected individual is required to hold and maintain a Professional Engineer License issued by a U.S. state or territory. If licensure is not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave is earned.
